Through a network of contracted psychotherapists, psychiatrists and behavioral health care facilities, HBA manages the behavioral health care risks of health plans and self insured employers. All services are provided on an administrative services only (ASO) basis. Client plans only pay for the management of the risk and benefit from the discounts and case management provided by HBA. Services are available throughout California.

Participating self-funded employers and health plans have reported that with HBA’s active case management and provider discounts that their claims costs for mental health and substance abuse treatment average under 1.5% of total claims. Healthcare quality is maintained through a Quality of Care process that includes independent practitioners and the services of Prest and Associates, the largest independent reviewer network of psychiatrists and addictionologists in the United States.
